The Central Missouri Humane Society has worked out a contract with the Columbia/Boone County health department for animal control services for 2009, although the agreement would pay the shelter about $195,000 less than it initially sought.
The contract from last year had to be extended while the shelter and the Columbia/Boone County Department of Public Health and Human Services negotiated compensation for animal control.

Trial court did not err in rendering summary judgment for defendant in action for breach of contract, quantum meruit, and on account. Letter accompanying one of two checks paid to, and cashed by, plaintiff, put plaintiff clearly on notice that his services were terminated and the accompanying payment was intended to be payment in full for services previously performed, thus constituting an accord and satisfaction. Councilmember de Biasio explained, "There is a critical need for the homeless intake and services in Manhattan, as it has the highest concentration of street homeless in all five boroughs. Moving the central intake center to Brooklyn only makes it harder for these individuals to get the services that they so desperately need.
Councilmember James stat- ed, "It is intellectually dishon- est to argue that this plan is an attempt to improve services by offering smaller safe havens and outreach services. Accord- ing to the mayor's preliminary management report, the num- ber of single adults entering the shelter system grew by 6.6 percent in the first four months of fiscal year 2008. And the administration has failed to meet their target of safe haven facilities and has further reduced fundi...

HONG KONG -- Protesters opposed to lowering trade barriers swung bamboo sticks at police Saturday and tried to storm a convention center where World Trade Organization delegates were negotiating a global accord on farming, manufacturing and services. At least 70 people were injured.
Negotiators met overnight into today trying to overcome differences on a draft text, but failed to agree on a deadline to eliminate agricultural export subsidies. India's trade minister, Kamal Nath, said a deal had been reached, but he was swiftly contradicted by a spokesman for the European Union trade commissioner.
