The Mine Safety and Health Administration (MSHA) is revising its requirements for preshift, supplemental, on-shift, and weekly examinations of underground coal mines to require operators to identify violations of health or safety standards related to ventilation, methane, roof control, combustible materials, rock dust, other safeguards, and guarding, as listed in the final rule. Violations of these standards create unsafe conditions for underground coal miners. The final rule also requires that the mine operator record and correct violations of the nine safety and health standards found during these examinations. After the most recent mining disaster at the Upper Big Branch Mine in Montcoal that killed 29 miners, there are forceful demands for strengthening and better performance of the regulator, the Mine Safety and Health Administration. However, this approach, when it comes to accident investigation, dissemination of lessons learned, and prevention of future mining accidents, is neither sufficient nor fruitful. As experience has shown, government regulatory agencies are not effective accident- investigation bodies, and the MSHA is not an exception. What is needed is a federal independent mine safety and accident investigation board.
SPRINGFIELD - The West Virginia Division of Natural Resources is investigating a Memorial Day weekend drowning in the South Branch of the Potomac River. The Cumberland (Md.) Times-News reported that the unidentified man drowned near Springfield. DNR officials did not immediately respond to request for more information about the accident Monday. A Hampshire County dispatcher said the agency is in charge of the investigation.
