Since the manual is written for use by forces of a host government, the authors assume that resources necessary to develop a capable institution will be available, even if the embattled government is unable or unwilling to provide them.3 In reality, many medium-powered nations simply do not have the institutions (or money and personnel) essential to execute a contemporary counterinsurgency strategy.
