By Mary E. O'Leary Register Topics Editor NEW HAVEN -- The Rev. James Manship entered a not guilty plea to misdemeanor charges in Superior Court Wednesday, and claimed his arrest is the "tip of the toxic iceberg of racial profiling in East Haven and the abuse of power by police.
WAYNE -- To hear Robert Burke tell of the 2007 encounter, a retired Bergen County sheriff's officer confronted him at his carwash, flashed a badge and threatened him over postings he made on an Internet news forum. That action - the flash of a badge by a former law officer - constitutes abuse of power to Burke's mind, and he demanded an immediate investigation by the Wayne police.
Abuse of power Some police officers still need to learn they live in a country of human rights and expected decency. Recently, at an unfortunate car accident, just feet from my home, I was victim of power abuse and an angry show of force by a young police officer and his fellow officers from the Anne Arundel Police Department.
Citing the abuse of power displayed by Milwaukee police officers who beat Frank Jude Jr. and a slew of misconduct allegations against Sgt. Jason Mucha, Ald. Joe Davis on Tuesday called for a moratorium on Police Department promotions until a new chief takes office later this year. In making the request, Davis has asked authorities to expand and formalize a process already in use.

[...] Bob Ellickson's 1996 article Controlling Chronic Misconduct in City Spaces is undoubtedly one of the most important scholarly treatments of the issue.2 Second, I have written about the question, in part because of his encouragement: he suggested that I consider writing about public-space allocation when I began teaching, and the suggestion coincided with my own interest in the topic.3 Third, city governments have become increasingly interested in enforcing norms of decorum in public spaces and, in so doing, allocating a scarce and critically important resource to those citizens who choose to play by the rules. Ellickson's preference, made clear in Controlling Misconduct, is for informal, on-the-spot norm-enforcement decisions made by officers on the beat.111 Others have argued th...

SYRACUSE, N.Y. - Syracuse assistant basketball coach Bernie Fine dismissed as "patently false" allegations that he molested two former ball boys for years, and the university chancellor vowed Friday to "do everything in our power to find the truth. The school immediately placed Fine on administrative leave "in light of the new allegations" that surfaced Thursday, just two weeks after the Penn State child sex-abuse scandal, and pending an investigation by the Syracuse City Police.
City Attorney James F. Penman's point of view ("Investigation to separate truth from politics at City Hall," Nov. 3) highlights his attempts during this campaign to deflect his own political manipulations by alleging that the "push back" by elected and other city officials is due solely to the city attorney's investigation of corruption at City Hall. He has never taken responsibility for his or his office's actions in the following recent dust-ups:
