TAQA was founded to invest Abu Dhabi's oil wealth with an eye to preparing for the day when oil's importance diminishes. But the financial crisis means the fund's ride has been anything but smooth. In 2008, Carl Sheldon was looking for a change. Mr. Sheldon had figured out he was not going to be chosen as a managing partner at his law firm, Allen & Overy. Having spent much of his career working on energy issues, he jumped at the chance to become general counsel of Abu Dhabi National Energy, one of the firm's clients.

The new age of austerity in Gulf finance seems a long way from the heady days of the last decade when both international and regional investment banks were bulking up. On the 31st floor of Emirates Towers, the new executive chairman of Shuaa Capital talks about adopting measures that are more aggressive than any taken in the company's turbulent, 30-year history. Shuaa Capital -- one of Dubai's largest investment companies -- is one of a slew of regional firms that has had to make radical operational changes to drastically cut costs in an effort to survive.
