After two years of planning, the states first services center has opened in the Kanawha County Courthouse to help crime victims. Prosecutor Mark Plants, who developed the idea and modeled it after those in other states he visited, said Tuesday, The entire criminal justice system is set up to protect one person the defendant. And there are consequences to that the victims sometimes feels they are violated twice. The Kanawha County Victim Services Center is Plants answer to that problem.
