The offices of Boone County Clerk Wendy Noren will be open today to accommodate absentee voting in Missouri's presidential preference primary. The primary is Feb. 5.

An appeals court last week declined to decide whether a political candidate needs to prove he sent a report to the Missouri Ethics Commission or risk getting kicked off the ballot.
Earlier this year, attorney Richard Gartner filed as a candidate in the Aug. 3 Republican primary race for associate circuit judge in St. Charles County. However, the Missouri Ethics Commission tried to kick Gartner, and other candidates running for a variety of offices in the state, off the ballot for failing to file personal financial disclosure forms. The attorney maintained he did mail the form on Feb. 25, well before the April 20 deadline.
