Oklahoma Water Resources Board officials want a Muskogee federal judge to hold a water-related lawsuit filed by the city of Hugo in abeyance until an earlier action filed by a Texas water district is resolved. In a recent filing, OWRB officials also said the state, not the federal court, should determine how an Oklahoma moratorium affects the water board's ability to issue permits for out-of-state water use.
DUCHESNE -- The criminal case against a Vernal man charged with negligent homicide in the accidental roadway deaths of two brothers is resolved, but a possible civil suit is pending. Brandon Lane, 27, entered a plea in abeyance to two class A misdemeanor charges of negligent homicide and two class C misdemeanor counts for improper passing.
Is it a free ride for DUI offenders or a tool to entice drunken drivers to correct destructive behavior? Discussion about the harm or merit of the so-called "plea in abeyance" continued Thursday as a legislative committee voted to support a new bill that clarifies the practice as an option for sentencing Utah's 14,000 drunken drivers each year.
In their op-ed article (BDN, Feb 19), Sen. Smith and Reps. Davis and Johnson clearly list the problems with the current school consolidation effort and announce their intention to modify the plan (or discard it and start over). I wish complete success to them. The alternative will be for the entire million and a quarter citizens of Maine to be in rebellion against their Legislature over this ill-considered, ineffectual and vindictive law. Jim Hakins

COLUMBUS -- Early voting for the Nov. 8 election will begin Tuesday after activists turned in more than 300,000 signatures with the secretary of state to block a new GOP-backed election reform law. The petition seeks a statewide referendum next November on House Bill 194. Thursday's filing blocks the bill from taking effect this November and might keep the changes in abeyance next November when President Barack Obama is up for reelection.
