AB 8 should protect multi-employer union trust funds. It should include language guaranteeing that health care contributions from employers to trust funds are credited as health expenditures. AB 8 should also be amended to allow trust funds to contract with the state purchasing pool to provide health care benefits to more union members. These improvement will allow trust funds to continue to provide affordable coverage to Californians with a variety of working arrangements.

POLAND -- The A.B. Ricker Memorial Library may be losing control of its trust.
The trust, a $300,000 pool of money created in the early 1960s to cover some expenses at the small town library, has been growing but yielding little income. Fees with Bank of America/Merrill Lynch have been costly, and pleas to get more information or find another bank have been ignored, said Dana Lee, Poland's town manager.

AB 8 is a step in the right direction to expand health care coverage to all Californians. It requires meaningful employer contributions, expands key public programs, and creates a statewide health care purchasing pool to spread out risk and improve purchasing power.
