THE IDEA behind so-called "reverse 911" systems sounds simple and useful: Town or county authorities use automated phone calls to alert every household in an area of an emergency. But they sometimes come up short in the complicated world of unlisted numbers, cellphones and real emergencies. Several businesses and residents in the vicinity of a potentially toxic fire at a Paterson recycling plant told reporters last week that they hadn't received notice from Passaic County's reverse 911 system. A very different use of a similar system in Bergen County last summer, for a wide-ranging boil-water advisory, also brought complaints of uneven results.
