The high-energy Elvis Presley musical All Shook Up was not the first choice to open the summer season at Auburn's Merry-Go-Round Playhouse. Earlier announcements put The Full Monty, a reliable box-office draw, in the first slot. It's not hard to see, however, why producing director Ed Sayles opted for All Shook Up instead. Two years ago MGR had a runaway hit with Buddy: The Buddy Holly Story, a show pretty much ignored in New York City, even though it ran for nine years in London. All Shook Up scored only 213 New York performances in 200S, far from a smash. But MGR, alias "Broadway in the Finger Lakes," knows that the Finger Lakes ain't Broadway. Up here folks know Buddy and Elvis had a lot in common.

This final rule establishes regulations setting forth specifications and qualification requirements for a Hybrid III 10-year- old size child test dummy (HIII-10C). In a companion document published elsewhere in this issue of the Federal Register, NHTSA is adopting use of the dummy to test child restraints recommended for children weighing more than 65 pounds (lb) for compliance with the Federal motor vehicle safety standard for child restraint systems. The HIII-10C dummy enables NHTSA to assess the performance of child restraint systems in restraining children in the 8- to 12-year-old age range.
