In 1900 medical education as a whole was m unsatisfactory condition. A total of about 200 schools were in operation, many of which were proprietary "diploma mills," turning out thousands of poorly trained practitioners upon a helpless population. As a result of the Flexner report of 1910, sponsored by the Carnegie Foundation, standards were raised, the number of schools gradually reduced to seventy-seven (now seventy-nine) and affiliation with universities made almost mandatory. All of the Negro schools were substandard and closed successively until only [Howard] and Meharry remained. At the end of World War I, the conditions of these, too, was so perilous, that only the essential service they were performing in the training of Negro health personnel prevented them from being closed. 'Those in the councilroom looked at one another in speechless surprise," marveled the Pomona Daily Review on April 19, 1910.
Politicians unable to utter a word? It really did happen once in Pomona.

It's been a hundred years since we've seen anything like it: The People's Veto. From this spring's veto of the proposed tax law changes, to last November's overturn of gay marriage, to repeal of the beverage tax in 2008, recently it's been so triumphant that one has to return to a time when this weapon of citizen activism was first deployed with more frequent success.
Welcome to the summer of 1910, a hundred years ago, the first time the People's Veto clauses of the Maine constitution were put to test on the ballot. This recently ratified enactment, part of a movement that won approval in the same era in California and other mostly western states, was invoked a record three times in Maine's 1910 elections.

Big Story
The big story 100 years ago this week (1910) involved concern over the recently passed Payne-Aldridge tariff bill. Designed to lower protective tariffs, the bill acquired so many amendments that in the end it frustrated supporters and opponents of increased protectionism. The matter became the biggest issue of the 1910 congressional campaign. It split the Republican party and led to Democratic control of Congress in 1911 and a Democratic president in 1912.

There is sorrow in the ranks of the Redlands High school Rugby team over the defeat of Saturday, yet only words of praise should be expressed for the team which went down in glorious defeat. By losing this contest Redlands loses all chance this year for the Citrus Belt League cup, but if Redlands is able to defeat Los Angeles high for Southern California honors, then Pomona must battle again with the locals, if she wishes to meet a northern team for state honors.
